To plant roses is not difficult at all. Roses need plenty of water (not standing water) & sunshine. Sunshine in Taiwan & Hong Kong is extremely strong, therefore, direct sunshine is not recommended.
Fertilize every 8 weeks during early spring till autumn. We have 3 in 1 fertilizer here in United States which including pesticide & black spot etc. Remember to cut the dead head after flowered & to prune the roses during winter. My 2 cents!

Hi hkgorchid, i have a little disagree with the sunshine in TW & HK not the best place for roses, my house is facing south, and i have plenty of roses in front and my roses got sunlight from sun rise to sunset, i have no problem at all except they grow too tall and weeds everywhere, but my friend has no yard to plant roses under the sun, her roses only receive 3-4 hr of sun light per day, the branches are so weak, powdery mildew, aphids & rust always a big problem to her.I do, even she water them in the morning to prevent moisture on the soil surface and the plant itself overnight.  But anyway, bare root roses is coming to lowes & homedepot soon, i may replace some color that i had before but don't like it anymore.

I mean the direct sunlight is during summer as it can burn the flower heads as well as the leaves. It was happened when I grew those roses in Hong Kong!
