[Windows] IPv6 權限受限問題

when i try to download by BT, it says "Error Opening Windows Firewall 存取被拒"
i use vista and don't have this problem before.  try to exception those bt software under firewall but it doesn't work
what's going wrong?  how can i rectify it?  thanks a lot
