question about rmvb to DVD

i have convert rmvb to mpg2 and make them to DVD

but how come when i watch it....the show is lag ga& @7 o2 f! U' v6 ~8 U4 @+ x1 _

i think because of the frame ratetvb now,tvbnow,bttvb2 }. Y# n+ o Y! U
tvb now,tvbnow,bttvb7 |" R5 S; F' S4 a; D3 j7 N
so how can i increase the frame rate
