it's the leader's problem, every boat, it's a captain, he must have the licence, every time before  anyone get onto his boat, he must make sure it's safe, such as life jacket,  the weather and of course the tool to handle this kind of fish,  he can't just drop u out there and  say sorry after u got into an accident.
