what programs to use to encode subtitles to video

i'm currently using subtitle work shop for subtitles.. but i encountered one problem.. alot of errors on the subtitles sometimes have the subtitle becomes '' ??????? ''
anyone knows how to solve this or encountered this before?

Open subtitle file with notepad++ and then convert to ANSI from the format-menu.
Save the file and open it with subtitle workshop.

Download notepad ++ from link below.

or u also can try to save Notepad as UNICODE then open with subtile workshop.
